1-What is the North Fair Oaks Vision Plan and how can it affect my property? 


The North Fair Oaks Vision Plan is a community-created vision developed under MHCH (Making Housing & Community Happen) over 10 years of outreach with residents, businesses, churches, and community leaders. This Vision Plan extends from Washington Blvd. north to the Pasadena City Border, just north of Montana. It outlines priorities for housing, businesses, public spaces, safety, and neighborhood beautification. While the Vision Plan itself does not change or regulate what can happen on your property, it helped inform the City's Fair Oaks/Orange Grove Specific Plan, which can affect future zoning and development standards. 2-What is the Black Legacy District? 

The community has championed efforts to recognize and preserve North Fair Oaks’ rich history as a thriving Black business district and community, zeroing in on the same parameters as the Vision Plan. That commitment led Pasadena’s Planning Commission to recognize and name the area as the “Black Legacy District,” honoring its historic significance and helping ensure its story remains visible for future generations. This name recognizes, honors, and helps restore the African American heartbeat of pride and identity in the area, bringing historical recognition, cultural preservation, economic opportunity, and potential grant eligibility. The designation is intended to celebrate and preserve the area's history while welcoming everyone who lives, works, visits, and invests in the community, regardless of race or background.


3-How can I support the Community Vision Plan? 

Attend our property owners' webinar on Thursday, August 20th at 6 pm and partner with organizations working to strengthen North Fair Oaks. At the August 20 meeting, we’ll provide information about development opportunities and invite feedback. Community participation is essential in making sure the future reflects the needs and history of the neighborhood and also the needs of property owners.



4- What is the Orange Grove/ N. Fair Oaks Specific Plan and why does it matter? 

The Fair Oaks/Orange Grove Specific Plan is the City’s official planning document that will regulate land use, zoning, and development standards for the corridor for the next 20 years or more. The City has defined the corridor from the North City border, south to Maple St. just north of the 210 freeway, including part of Orange Grove Blvd. It is part of Pasadena’s larger General Plan, which makes it critical for community members and property owners to weigh in now. 5-Has the City already decided what will happen? 

Not fully. Pasadena’s Planning Commission, which sits under the City Council, has already voted to approve much of the Vision Plan. However, the City Council will likely make the final decisions on the Specific Plan in late September. This means there is still time for residents and property owners to show up and support the vision to revive and strengthen the community. This is one of the most important opportunities for the community to help shape the final outcome on zoning and design standards. 


6-What are zoning and design standards?         

 Zoning and design standards determine what types of buildings and uses are allowed on a property. It sets rules like building height and how many housing units can be built per acre. In North Fair Oaks, some properties are currently zoned for 16 or 32 units per acre, but the Vision Plan recommends increasing that to 48 dwelling units per acre, plus the allowance of businesses on the first floor. Zoning also determines whether land can be used for commercial, residential, or mixed-use purposes. The Vision Plan goal is to expand opportunities for both housing and business development along the corridor. 


7-How could zoning changes affect my property? 

Zoning changes could increase possible opportunities on your property, whether that means adding more housing units, creating open spaces, or expanding business opportunities on the first floor of additional housing developments. These changes can give property owners greater flexibility and potentially increase the long-term value and impact of their land. 


8-I'm interested in developing a business in the area. Where do I start? 

We can help connect property owners with organizations and professionals who specialize in helping community-serving businesses start and thrive.

9-I'm interested in having affordable housing built on my land. Who can help me? 

We can connect interested property owners with high-quality and reputable affordable housing developers and other resources. Depending on the lot size and a possible collaboration with adjacent property owners who have a shared vision for your property, a partnership with an affordable housing developer can provide all the expertise needed, including all the funding and construction, with a long-term ground lease providing fair return to you, the property owner.
